The Pennsylvania Office of Mental Retardation Home and Community Services Information System (HCSIS)

A portion of our business is when we “team” with other companies for development or conversion projects. For example, in the HCSIS project, Info-Matrix provides a staff of 25 technicians in order to develop a statewide Mental Retardation System. Info-Matrix began the development stage in August of 2001 and continues to provide quality technical support to the project.
HCSIS Completely Web Enabled Solution
The Home and Community Services Information System or “HCSIS” is conceptualized and designed as a Web application for the purpose of: standardization of Mental Retardation (MR) processes, centralization of MR data, introduction of quality monitoring and improvement of resource budgeting. The HCSIS application is intended to store and provide collective information on:
- Individuals served by Office of Mental Retardation (OMR)
- Services individuals receive
- Services offered by Providers
- Providers that deliver services
- Financial information pertaining to DPW-OMR, services being purchased, etc.
The Info-Matrix development team has been responsible for all development activities for the entire HCSIS project. The development team has been organized into technical team leads for reporting and work assignments. The entire group has been actively and rigorously following the Commonwealth of Pennsylvania’s Department of Public Welfare’s, Office of Information Systems, Software Development Methodology (SDM) for compliance with the Software Configuration Management Plan (SCMP). Specific tasks assigned by the Project Managers to the Development Team include:
- Writing technical specifications from work assignments,
- Developing program code from technical specifications,
- Implementing and revising development processes and standards,
- Unit testing all code as developed,
- Creating coding templates to make the project “extendable” and “maintainable”.
